Introduction to Cummins

Cummins’ expansion of production capacity for its market-leading technologies in battery, traction, electrified accessories, and powertrain controls will enable Cummins to meet customer demand for both traditional and zero-emissions applications. Cummins is using its over 100 years of experience to expand our traditional markets and lead in emerging technology markets, with several thousand units generating millions of user miles of experience.
Overview of Project
Cummins will be launching a new battery cell to pack assembly line in Cummins’ Columbus, Indiana plant (CEP). Cummins will need to prepare the existing manufacturing space to be compliant with all HSE regulations for battery manufacturing including Cummins and government regulations. This project is limited to the facilities design.
Evaluation Criteria
Below is a list of the criteria that the companies will be evaluated on and their respective weighting.
Factor 1: Technical (15%)
- Subfactor A: Proposed Facility Design and associated Equipment Design Specifications and Performance Specifications
- Subfactor B: Proposed construction sequence and efficiency
- Subfactor C: Quality of proposed facility system design in accordance with industry standards
- Subfactor D: Budgetary limitations integrated into the design
Factor 2: Corporate Capabilities (15%)
- Subfactor A: Project Management
- Subfactor B: Staffing and Team Members’ qualifications and certifications of key personnel
- Subfactor C: Subcontracting or partnering for architect and engineering services
- Subfactor D: Facilities and Resources
- Subfactor E: Percentage of professional disciplines needed to be subcontracted
- Subfactor F: Amount and scale of existing projects in backlog
- Subfactor G: Licensed in Indiana
- Subfactor H: ISO9000 certification
- Subfactor I: Ability to Manage Budgetary Constraints in Design and Construction
Factor 3: Project Schedule & Timeline (15%)
Factor 4: Corporate Experience (15%)
- Subfactor A: Experience with projects of similar size, scope, and complexity
- Subfactor B: Experience with DOE-Funded Projects
Factor 5: Proposed Exceptions to Contract Terms (5%)
Factor 6: Preference for Goods, Products, or Materials Produced in the United States (5%)

Overview of Project
Cummins will be launching a new battery cell to stack to pack assembly line in Cummins' Columbus, Indiana plant (CEP). Cummins will need a production line to support a cell to pack assembly with the structure being secured with laser welding. The start of production will follow a phased investment approach to support the known volumes planned at each site. This assembly line will accommodate different size variants of packs that follow the same mechanical structure and process flow.

- Subfactor A: Project Management
- Subfactor B: Staffing and Team Members
- Subfactor C: Facilities and Resources
- Subfactor D: If Applicable Ability to Support Installations in Non-U.S. Jurisdictions in Spain and Brazil
Factor 3: Project Schedule & Timeline (15%)
Factor 4: Corporate Experience (15%)
- Subfactor A: Experience with Projects of Similar Size, Scope, and Complexity
- Subfactor B: Experience with DOE-Funded Projects
Factor 5: Proposed Exceptions to Contract Terms (5%)
